Effect
Whirlwind leaves behind Dust Devils that deal 1 damage to enemies in their path. Enemies hit by Dust Devils take x25% increased damage from all of your other sources for 3 seconds.

The Dust Devil's Aspect can only be found as a legendary item from monster or treasure drops, or by gambling with the Purveyor of Curiosities.
