Effect
Blood Wave fires two additional waves, each dealing [40 - 100]% of normal damage, but you can no longer recast it until the last wave ends.
How to get Tidal Aspect
The Tidal Aspect can only be found as a legendary item from monster or treasure drops, or by gambling with the Purveyor of Curiosities.
The fastest way to get the Tidal Aspect is to gamble Offhands on a Necromancer.
